Preheat oven to 350 degrees. Line a 9x11 pan with aluminum foil leaving an overhang on opposite sides to lift the bars out. Grease lightly with cooking spray. Set aside.
Using a mixer, cream together the peanut butter and butter. Add the eggs, vanilla and sugar. Mix well.
In a separate bowl, combine the dry ingredients; flour, oats baking soda, baking powder and salt.
Add the dry mixture to the wet mixture and combine until all is mixed well.
Fold the chocolate chips.
Press the mixture into the bottom of the prepared pan
Bake for 15 to 20 minutes or until time is lightly browned. Mine took 20 minutes.
Allow to ool in pan completely before removing and cutting into squares.
